FHESS RESEARCH NOTE 15 — FROM ACCESS TO FUNCTION — Institutional Routing, Differentiated Care Invitations and the Preservation of Future Freedom

FHESS Research Note 15 examines findings generated through the performance of FHESS Communication XIII (Germany >< Nicaragua — Configurative Interests, Care Grammar, Representational Access and Future Freedom). The Note studies what happens after a scientific finding becomes institutionally available through differentiated access routes. It distinguishes PUBLIC READABILITY, INSTITUTIONAL ACCESS, REPRESENTATIONAL AVAILABILITY, INSTITUTIONAL ROUTING, FUNCTION and KRINEIN (DISCERNING AND DECIDING WITHIN THE COMPETENT INSTITUTIONAL FUNCTION). Two empirical events on 14 September 2026 sharpen the research object. A Palestinian institutional acknowledgement made registration, classification and internal routing partially readable. A Belgian automatic response identified an inactive e-mail route while simultaneously providing information leading to an operative institutional access route. Subsequent use of the official Belgian contact form, together with the persistent Zenodo DOI of Communication XIII, further distinguishes INSTITUTIONAL ACCESS from DOCUMENT ACCESS. The Note develops ROUTING INTERVAL (THE INTERVAL BETWEEN INSTITUTIONAL RECEPTION AND THE ARRIVAL OF MATERIAL AT A COMPETENT INSTITUTIONAL FUNCTION) and distinguishes EXTERNAL BRIDGE (THE CONNECTION THROUGH WHICH MATERIAL ENTERS AN INSTITUTIONAL FIELD) from INTERNAL BRIDGE (THE CONNECTION THROUGH WHICH RECEIVED MATERIAL REACHES A COMPETENT FUNCTION WITHIN THAT FIELD). This opens CONNECTIVITY as a research object: institutional functions may remain individually available while the serviceability of the relations between them becomes decisive for institutional action. CARE OF CONNECTIVITY therefore examines preservation of the bridges through which distinct capacities can become mutually available while SELFGRAMMAR, institutional KRINEIN, VERWEERRUIMTE (DEFENSIVE ACTION SPACE) and FUTURE FREEDOM (PRESERVED CAPACITY FOR FUTURE ACTION) remain differentiated. The Research Note preserves the temporal research position reached on 14 September 2026 and includes a temporal reconstruction of the publication, institutional communications, routing observations and subsequent observational interval.
