Abstract

Whether cosmological redshift is described as light "stretching with expanding space" or as accumulated Doppler shift is a choice of coordinates, not a question of fact (Bunn and Hogg 2009; Francis et al. 2007). This paper asks what follows if the kinematic reading is taken one step further, as ontology: recession as genuine motion, the comoving frame realized physically as the rest frame of a diluting medium, and the textbook decay p proportional to 1/a read as real momentum loss against that medium. This reading predicts no new observational curve at current precision - but it is auditable. We derive three quantitative specifications any dynamical implementation must satisfy: (i) the local deposition efficiency of the Hubble momentum drain must lie below a few parts in 10^5, realistically 10^6, from Earth's accounted heat budget; (ii) bound systems must be exempt from the drain to one part in 10^2-10^3 of its full strength, from planetary ephemerides - an exemption that is a coordinate fact in standard cosmology but a mechanism owed here; (iii) measured dimensionless constants must be blind to the dilution to at least seven orders of magnitude, from clock and quasar bounds on the fine-structure constant. The reading is structurally distinct from tired light and survives its classical refutations by construction. The open problem is stated as a problem: a medium entrained by bound structure, yet consistent with the aberration of starlight.
