Process-Embedded Liquid Democracy: Complementary Delegation and Adaptive Representation

Liquid democracy is commonly described as a combination of direct participation and flexible delegation. This characterization captures an important common idea but conceals substantial variation among liquid-democratic delegation models and in the institutional processes in which they are embedded. This article examines the liquid-democratic delegation model implemented in LiquidFeedback and its embedding in the wider LiquidFeedback process of opinion formation and collective decision-making. It situates this model within recent political science and computational social choice research and traces the historical development from predominantly voting-centered conceptions toward organizational governance. The analysis focuses on complementary delegation, in which direct action automatically suspends delegated influence, and on its interaction with transitivity and persistent, layered delegation. Together, these mechanisms produce adaptive representation: standing delegations provide potential pathways of influence, while effective representation depends on participant activity, delegation scope, and process stage. Nominal and expected voting weight accordingly need not coincide with influence actually exercised. The article further distinguishes the delegation mechanism from the process architecture in which it operates. LiquidFeedback provides a direct-participatory baseline on which delegation operates as a conditional representational layer, becoming effective where participants remain inactive. Persistent and layered delegation can reduce the attention required across a recurring and heterogeneous stream of decisions, while transitivity allows representation to extend beyond each participant's immediate social knowledge. The article concludes that the institutional consequences of liquid-democratic delegation cannot be inferred from formal delegation properties alone, but depend on their interaction with participant activity, continuing authorization, and the surrounding decision process.
