Beyond FPO Formation: Empirically Assessing CBBO Effectiveness in Driving Financial and Commercial Sustainability of Farmer Producer Organizations in India

Farmer Producer Organizations (FPOs) have become the principal vehicle through which the Government of India seeks to organize small and marginal farmers into viable collective enterprises. Since 2020, the Central Sector Scheme for the Formation and Promotion of 10,000 FPOs has relied on Cluster Based Business Organizations (CBBOs) to deliver five years of professional handholding to each new FPO, covering mobilization, business planning, and market linkage. Most existing research and policy discussion has concentrated on the pace of FPO formation rather than on whether CBBO-mediated support actually translates into stronger financial and commercial outcomes. This paper examines that question using officially published national and state-level data from the Press Information Bureau, the Small Farmers' Agribusiness Consortium (SFAC), and peer-reviewed secondary studies of FPO finances, since the FPO-level financial microdata held in the government's internal 10K FPO MIS portal is not publicly downloadable and could not be accessed for this study. Descriptive analysis shows that cumulative FPO registrations rose from 3,179 in 2022 to 10,000 by February 2025, while cumulative equity grant disbursement and credit guarantee coverage grew unevenly across the same period. Secondary evidence indicates that FPO paid-up capital remains heavily skewed, with roughly half of registered FPOs holding negligible capital and a small minority accounting for a disproportionate share of the sector's financial base. A recent peer-reviewed multi-level study estimates that only 16 to 30 percent of registered FPOs are financially sustainable despite near-universal formation targets being met. The paper is unable to test FPO-level regression hypotheses linking CBBO support to turnover or paid-up capital because the required linked microdata is not publicly accessible, and it states this limitation explicitly rather than substituting invented figures. Instead, it offers a transparent, evidence-based account of what is and is not known about CBBO effectiveness, and it argues that closing the FPO-level data gap is itself a precondition for credible impact evaluation of the scheme. Policy implications are drawn for CBBOs, Implementing Agencies, and the Ministry of Agriculture and Farmers Welfare regarding data transparency and financial handholding design.
