Can Artificial Intelligence Serve as a Political Leader With Authority to Approve or Reject Bills?
This working paper examines whether artificial intelligence could act as a political leader with the power to approve or reject bills. It discusses the possible benefits of AI, including faster analysis, consistency, and evidence-based decision-making, while also considering risks such as bias, lack of accountability, cybersecurity threats, and weak democratic legitimacy. The paper concludes that AI should support lawmakers by reviewing legislation and providing recommendations, but final authority must remain with elected human officials.
