Abstract

For over a century, evolutionary biology has treated genetic mutation as a blind, random error—the passive raw material of natural selection. This paper proposes a radical alternative: the Adaptive Germline Mutagenesis (AGM) hypothesis. We argue that the reproductive system actively and intelligently regulates its own mutation rate through a mechanism we term Genomic Stranger-Sensing (GSS) —the body's capacity to measure the genetic distance between two parents. This framework reveals a striking Paradox of Safety-Induced Novelty: in genetically similar unions (such as consanguineous marriages), the body perceives a safe, monotonous landscape and deliberately elevates mutation rates to manufacture diversity. Conversely, in genetically divergent unions, the system detects a "stranger" and triggers the Ancestral Regression Response (ARR) , suppressing mutation and stabilizing the offspring's genome toward a robust ancestral archetype. The paper concludes that the mechanism of evolution has itself evolved—a form of genomic intelligence where the germline acts not as a passive scribe, but as a strategic risk manager. We close with a simple, human metaphor: the careless driver on a familiar road, and the cautious driver in an unfamiliar machine.
