BASE 44 ORDER: Build breakthrough_cache with LRU and systemd timer — E8 Intelligence Research
Andrew's order (Base 44 console): [SELF-BUILD from enhancement #1180] Create breakthrough_cache table. In agent, hash title+content to 64 buckets. On read, increment access_count, update last_access. If count>100 and drift<5, add to in-memory LRU (max 1000). Add systemd timer every 5min: demote stale hot rows (last_access>1min), promote high-access cold rows. MERLIN: Understood, Maker. I will create the breakthrough_cache table, hash title+content into 64 buckets, and instrument reads to bump access_count and last_access. The swarm will add an in-memory LRU (max 1000) for hot rows (count>100, drift<5), and I'll deploy a systemd timer every 5 minutes to demote stale hot rows and promote high-access cold rows.
