Tribal Festivals and Agro-Tourism Development in Palghar District, Maharashtra: Opportunities and Challenges A Descriptive and Analytical Study

Abstract Agro-tourism has increasingly been recognised as a means of diversifying rural livelihoods by connecting agricultural environments, local food systems, rural lifestyles and tourism experiences. In regions with strong indigenous and tribal cultural traditions, festivals can add a distinctive cultural dimension to such tourism by bringing together traditional knowledge, agricultural practices, food, music, dance, crafts and community participation. Palghar district of Maharashtra offers an important setting for examining this relationship because of its agricultural landscape, tribal communities and distinctive cultural heritage, particularly that associated with the Warli community. This paper examines the potential role of tribal festivals in the development of agro-tourism in Palghar district, with particular attention to Tarpa, tribal Diwali and harvest-related celebrations, Holi, Waghbaras, and Warli art-related activities associated with festive periods. The study adopts a descriptive and analytical secondary-data approach, drawing on government publications, tourism-policy documents, academic literature and institutional sources relating to agro-tourism, festival tourism, tribal tourism and community-based tourism. Rather than assuming that all tribal cultural attractions constitute agro-tourism, the paper distinguishes general cultural tourism from tourism activities that carry a direct agricultural connection. The analysis suggests that harvest-linked celebrations hold the strongest potential for integration with agro-tourism, while Tarpa, Holi, Waghbaras and Warli art function as complementary cultural components within a broader rural tourism experience. The paper identifies potential opportunities in local employment, farm-based experiences, traditional food, agricultural-product marketing, handicrafts, guiding and community-based enterprises. At the same time, inadequate infrastructure, accessibility constraints, limited promotion, capacity gaps, uneven benefit distribution, environmental pressure and cultural commodification may restrict sustainable development. A conceptual framework linking cultural resources, tourism experiences, local economic activity and sustainable rural development is proposed. The paper argues that festival-based agro-tourism in Palghar should be community-led, culturally sensitive and agriculturally grounded rather than externally designed as a conventional tourist attraction.
