The bridge over the Strait of Messina. Transport engineering and socio-economic issues
The construction of a major transport infrastructure such as the bridge across the Strait of Messina, raises a wide range of complex issues. Given the unprecedented scale and complexity of the project, a cautious and evidence-based approach is essential. Transport engineering assessments, which should determine the decision-making process, are often overshadowed by broader political and strategic considerations. A comprehensive evaluation of alternative solutions is therefore necessary to identify the option that best meets the mobility needs, while avoiding both under-investment and over-dimensioning. This paper examines the planning and design issues associated with the proposed bridge over the Strait of Messina. After outlining the territorial context and reviewing the historical process that led to the adoption of the bridge solution, the paper focuses on some limitations in the methodological approach and in the content of the planning and assessment process. A critical discussion is therefore proposed, aimed at providing a clear framework for the community and decision-makers, particularly in relation to the project's stated objectives: higher movement speed between Calabria and Sicily, integration of the Strait Metropolitan Area, and regional economic development. The analysis identifies several critical issues and risk factors associated with the bridge project. The paper highlights a fundamental issue in the planning approach that led to the selection of the bridging solution: the lack of a genuine alternative strategy for comparing different transport solutions. Such an alternative could be based on a coordinated set of targeted actions aimed at enhancing maritime transport services and improving intermodal connectivity throughout the Strait Metropolitan Area. Compared with the bridge proposal, this alternative strategy, briefly outlined in the paper, appears to be less vulnerable to technical and environmental risks, more flexible in responding to future transport demand, and more closely aligned with the long-term development objectives of the region.
