Implementation of National Education Policy 2020: Challenges and Opportunities

Abstract The National Education Policy (NEP) 2020 represents a transformative framework for restructuring the Indian education system with a focus on universal access, equity, holistic development, foundational literacy and numeracy, competency-based learning, teacher development, digitalisation, and improved educational outcomes. This paper examines the major challenges and opportunities associated with the implementation of NEP 2020, with particular emphasis on systemic, administrative, socio-cultural, technological, financial, and pedagogical dimensions. The study analyses secondary data from UDISE+, the Annual Status of Education Report (ASER), the All India Survey on Higher Education (AISHE), and official publications of the Ministry of Education. The statistical analysis indicates measurable progress in teacher availability, transition rates, school infrastructure, digital facilities, and reduction in dropout rates. Between 2022–23 and 2025–26, the number of school teachers increased by approximately 8.3%, secondary dropout declined from 13.8% to 7.0%, secondary Gross Enrolment Ratio increased from 67.6% to 71.7%, and the proportion of schools with computers increased from 47.7% to 69.9%. However, important challenges remain, particularly in foundational learning, secondary-level retention, digital access, accessibility for students with disabilities, and higher education participation. The findings suggest that while NEP 2020 has created substantial opportunities for structural transformation, its long-term success will depend on effective governance, adequate financial resources, teacher capacity building, technological inclusion, continuous monitoring, and the conversion of improved educational inputs into better learning outcomes and equitable access.
