Sovereign AI Infrastructure Blueprint
This blueprint sets out a working technical reference for building a sovereign, full-stack artificial intelligence ecosystem: a $100 billion capital program on a 1,000-hectare site with a dedicated hydroelectric power asset. It follows the program from grid interconnection through a shipped product, across fifteen layers of physical and software infrastructure, a hardware bill of materials for compute, networking, storage, power, and cooling equipment, site and facility engineering, the software and model-development stack, organizational design and staffing by program phase, a master timeline, an illustrative capital allocation, and a consolidated risk register. Two site-condition variables remain unconfirmed at the time of writing and change the arithmetic downstream enough to be treated explicitly rather than averaged away: whether the dam and grid connection should be planned as an existing asset or as greenfield construction, which shifts the critical path by roughly two years, and the resulting estimate of deliverable power at full build-out. Rather than collapsing these into a single unsupported number, this document carries both scenarios forward and labels them wherever they materially affect planning, so the figures can be narrowed once site due diligence is complete. As stated throughout, every specification, cost figure, and date in this document is a planning-grade estimate intended to direct specialist hires and vendor negotiations, not a substitute for a vendor quote, a licensed engineer's stamp, or export-control counsel's opinion.
