The Completion Pathway Framework
The Completion Pathway Framework (v0.1) presents a five-stage, journey-based diagnostic methodology designed to address non-completion in service pathways across small-to-medium enterprises (SMEs), charities, and local public services. Moving beyond individual-deficit models, the framework evaluates non-completion as a property of a complex behavioral and organizational system. It operationalizes the COM-B model, administrative burden literature, dual-process cognitive constraints, and implementation science into a structured consultancy tool. The methodology introduces two primary practice constructs: "crossing points" and five overlapping diagnostic gap types: Understanding, Effort, Access, Confidence and trust, and Follow-through. Adapted for low-volume organizational environments, the framework embeds a qualitative evaluation protocol and a strict ethics gate to prevent manipulative choice architecture.
