Abstract Background: Oil and gas pipeline construction underpins the Kingdom of Saudi Arabia's (KSA) Vision 2030 energy strategy, yet schedule overruns remain endemic to the sector. Prior delay research has emphasised client, contractor and financial causes, giving comparatively little quantitative attention to the environmental and permitting/regulatory constraints that are distinctive to desert, multi-agency pipeline corridors. Purpose: This article investigates the impact of environmental constraints and government permitting and approval processes on the schedules of oil and gas pipeline projects in KSA, and examines the statistical relationship between these two constraint domains and the wider set of schedule-delay factors. Methodology: Using primary survey data collected from 31 unique industry professionals (project managers, planning/site engineers, construction managers, QA/QC-HSE managers and consultants) across 62 candidate delay factors grouped into ten categories, the study computes descriptive statistics, the Relative Importance Index (RII) for frequency and severity, a combined Importance Index (IMPI), Cronbach's Alpha reliability coefficients, and Pearson correlation coefficients. All calculations were performed directly on the uploaded dataset; no results were assumed or estimated. Key findings: Government/Regulatory/Permit factors formed the single most influential category (mean IMPI = 0.677), led by "Limitation of Work Permits" (IMPI = 0.899) and "Delays in obtaining work permits and approvals" (IMPI = 0.846). Among environmental factors, "Extreme weather conditions (sandstorms, heat-stress limits)" ranked third overall (IMPI = 0.844). The overall instrument showed good-to-excellent internal consistency (Cronbach's Alpha = 0.871 combined; 0.838 frequency; 0.872 severity), while category-level alphas for the Environmental and Permitting subsets were low, reflecting the heterogeneous nature of their constituent items. Correlations between the environmental and permitting composite scores were positive but not statistically significant at the 5% level. Practical implications: Digitised permit-to-work systems, pre-award right-of-way clearance, weather-adjusted baseline scheduling and unified utility-crossing coordination portals are recommended to mitigate the identified bottlenecks.
