Architecture, Resilience and Evolutionary Optimization of Finland's Public IT Infrastructure
A Stateless Hybrid Architecture (SHAX) for Geopolitical Cyber-Resilience in Public ICT Infrastructures While official narratives praise Finland’s e-government ecosystem (Suomi.fi) as a digital benchmark, a structural analysis reveals severe vulnerabilities, including systemic dependencies on monolithic software, exposure to US hyperscalers, the vulnerabilities of modern web browsers and executable macros at government endpoints. This paper introduces the Stateless Hybrid Architecture (SHAX), a radical paradigm shift designed to establish mathematical immutability and complete endpoint de-powering within public ICT structures. On the transport and server layer, SHAX eliminates traditional enterprise Linux distributions by compiling the decentralized X-Road architecture (Version 8) as stateless, lightweight Unikraft unikernels, hardcoded against cryptographic hardware security modules (HSM) and tamper-proof ASiC-E hash-chained logging. At the presentation layer, the "browser monster" is entirely replaced by compiled, hardware-accelerated native Micro-UI clients written in C++/Qt or Rust, communicating via binary gRPC protocols. Document processing is re-engineered by replacing monolithic office suites with plain-text Markdown editors, shifting document layout entirely to server-side Pandoc/WeasyPrint rendering pipelines to generate compliant PDF/A-3a archives. To bridge the gap between theoretical security and geopolitical deployment, we present a functional adaptation of the established Finnish open-source platform Puavo, expanding it into air-gapped, zero-trust edge data nodes equipped with decentralized ledger synchronization and hardware-enforced (Carte Agent/VOSS) public-key handshakes. Finally, we provide a compliant procurement framework aligned with EU tender laws (Directive 2014/24/EU) and evaluate the operational integration of SHAX within the distinct administrative topologies of the German federalism and the French central state.
