Innovation to Operations Part I: Assumptions, Best Practices, Requirements and Constraints

The goal of this report is to provide the foundation for the I2O process of the UFS by describing assumptions, requirements, and desired outcomes. The report contains reference material developed over time with discussion both inside and outside the UFS. Section 2 describes the purpose and scope of the I2O planning process envisioned for the UFS; Section 3 lists assumptions, best practices, requirements and constraints; Section 4 addresses managing risks; Section 5 addresses desired outcomes.
