Nobody's drone

An analytical article on the attribution gap created by expendable unmanned systems in the Black Sea and the institutional vulnerabilities this ambiguity creates for Romania’s offshore infrastructure. Using incidents near Constanța and Neptun Alpha, the article argues that the security problem does not end with neutralizing a drone: delayed or contested attribution creates political space for denial, domestic polarization and strategic ambiguity. It connects forensic transparency, UNCLOS rules for offshore installations, NATO’s territorial scope, Romanian drone legislation and the governance of Neptun Deep, and argues for published technical attribution, formalized loss-notification channels, a maritime legal framework and delegated authority for protecting offshore infrastructure.
