Mesa 2:1 Theory of Decision-Making A Unified Regulatory Architecture for Human Decision-Making and Outcome–Consequence Modifiability

This theoretical paper introduces the Mesa 2:1 Theory of Decision-Making: A Regulatory Model of Human Behavior and Outcome Modifiability, an interdisciplinary framework integrating behavioral psychology, cognitive regulatory mechanisms, and legal theory. The model examines the structural dynamics governing choice formulation, impulse regulation, and behavioral adaptation under normative and situational constraints. By articulating the systemic 2:1 ratio governing cognitive appraisal and behavioral modification, this work bridges the gap between individual psychological drivers and systemic outcomes within legal and criminal justice paradigms. The paper provides theoretical propositions, mathematical/conceptual models of behavioral modifiability, and practical implications for culpability assessment, criminal justice interventions, and behavioral rehabilitation. Keywords: Mesa 2:1 Theory, decision-making, behavioral psychology, legal theory, criminal justice, behavioral modifiability, cognitive regulation.
