CTMinfo: Claim of World Scientific Priority

This paper formulates a falsifiable claim of world scientific priority for CTMinfo as a practically implemented deterministic identification system based on the principle “100% or Refuse”. It compares CTMinfo with major prior-art approaches including ISO 704, ISO 13584/PLIB, ISO 22745, ECLASS, OWL/DL, SHACL, IOF, reject-option classification, and Palantir Foundry, and defines explicit criteria for refuting the priority claim.
