Governance Priorities for Tourist‐Resident Relations in Andalusia: An Exploratory Expert‐Based Study From a Social Sustainability Perspective

ABSTRACT This exploratory expert‐based study examines governance challenges and perceived policy priorities concerning tourist–resident relations in Andalusia. It addresses two questions: the main governance and social challenges affecting coexistence, and which policy measures enjoy greater expert consensus. The research combines qualitative and quantitative techniques. A structured online expert workshop involving 28 participants (academics, destination managers, policymakers, entrepreneurs, and NGO representatives) was organized into five thematic focus groups of five to seven experts, followed by an individual structured survey. The findings identify areas of strong expert agreement as well as measures characterized by greater divergence. Results indicate weak citizen participation, fragmented regulation, and limited visitor awareness of sustainability. Experts support participatory governance, sustainability education, and monitoring social indicators such as housing access and resident satisfaction. Technology and sustainable mobility also emerge as priorities. The study highlights the need to shift toward socially sustainable governance by institutionalizing participation, clarifying regulation, and integrating social indicators into tourism planning.
