PLI Candidate Note: Vector Winding Number and Three-Plane Anisotropy

This candidate note introduces a vector winding number hypothesis above candidate assumption A3 in the Pure Locking Inference framework. A vector winding number W_i = n_i m_i is defined on each Planck area element, preserving the integer nature of the original scalar winding number while adding spatial direction. Two types of three-plane components are introduced: signed net winding components and non-negative intensity components. The anisotropy parameter δ is defined without singularity as δ = (N_xy − N_yz) / (N_xy + N_yz), and is related to the mother black hole spin axis n_s through squared normal projections. The note explicitly states that the global scalar definition of N_eff remains open, and that the three plane components are directional candidates only, not a replacement for N_eff. Observable directions include CMB low-multipole axial bias, background magnetic field axis preference, and neutrino flavor asymmetry. Falsification conditions and experimental datasets are given. All new objects are marked as candidate assumptions or statistical candidates, not derived results.
