VAFB-2008-12: Archaeological Inventory for the San Antonio Creek Stream Restoration Project, Vandenberg Air Force Base, Santa Barbara County, California

This document is a Section 106 report for the proposed construction of erosion prevention structures within a 1-mile segment of San Antonio Creek just west of the intersection of San Antonio Creek and State Route 1 on Vandenberg Air Force Base (VAFB) in Santa Barbara County, California. Erosion along this segment of San Antonio Creek, if left unchecked, would likely cause the collapse of San Antonio Creek Road West in at least two locations, as well as the collapse of one utility bridge that spans the creek. The proposed San Antonio Creek Stream Restoration Project would construct seven rock riffle grade control structures to sten1 further strean1bed incising. In three creek bend locations, the project also would construct longitudinal peak stone toe structures to prevent further bend migration and channel widening. Additionally, the project would integrate native willow plantings with the erosion control structures so that the root systems will aid stabilization of the soil and rock. The goal of these n1easures is to protect the roadway and improve driver safety, protect the utility bridge, provide habitat for aquatic species, restore historical flood terraces, provide riparian habitat diversity, and preserve archaeological sites. Because the proposed project would use funds administered by the United States Air Force, it is a federal undertaking subject to compliance with Section 106 of the National Historic Preservation Act of 1966, as an1ended, and the implementing regulations [36 CFR 800].
