Re-Assessing the Ajaokuta Steel Project: Prospects, Challenges and Pathways
The Ajaokuta Steel Project was conceived to position the country among the leading nations in the global steel industry, to promote economic diversification, provide job opportunities, and improve infrastructure. However, despite billions of dollars invested, it remains non-operational and continues to symbolise Nigeria’s unfulfilled industrial ambitions, as well as the systemic weaknesses that beset large, state-directed development projects. This paper uses qualitative historical research to investigate the development of the Ajaokuta Steel Project, its economic and industrial potential, and the challenges that have limited its success. It chronicles, in a paper format, the interplay of political instability, funding gaps, technical shortcomings, legal conflicts and infrastructural inadequacies that have prevented progress for more than 40 years. The study also finds that governance discontinuity and weak institutional oversight are the most persistent factors in the project’s stalling, rather than resource or technical limitations alone. It is also shown in the study that a coordinated policy package, unaffected by politics, similar to the one that led to the establishment of South Korea’s Pohang Iron and Steel Company, is the most realistic path to revival. Drawing on the literature, available government data and contemporary policy documents, the paper offers a revival strategy grounded in institutional reform, transparent governance, technological modernisation and infrastructure integration.
