Cosmological Special Theory of Relativity:A Consolidated Formulation with Equal-Time Locality

We give a consolidated formulation of the Cosmological Special Theory of Relativity(CSTR), which extends the Lorentz transformation to incorporate the Robertson-Walker(RW) scale factor a(t_0) evaluated at the cosmological time t_0 of the observer.
