The Hecate: An Integration-Gate Scoring Protocol and a 430-Row Cross-Substrate Census of Consciousness States

This paper defines a named measurement unit, the hecate (Hc), and an integration-gate function ordering biological and artificial states: Hc = K · λ^b · σ(κ(φ − φ0)), with one healthy awake adult (H-89) fixed at 1.000 Hc and no scale factor. The unit is provisional. The gate is fitted to five external clinical anchors only: the adult reference pinned, xenon 0.39, propofol 0.39, N3 sleep 0.42, ketamine 0.69. No engineered-system row enters the loss. The fit returns K = 1.5302, b = 0.020, κ = 5.044, φ0 = 0.419, anchor RMSE 0.0039 C, leave-one-out RMSE 0.0252 C. The exponent b sits at its lower search bound in the full fit and in four of five leave-one-out folds: on external clinical anchors the capacity exponent is not identified, and the function is, to within the anchors, a gate on φ. Ten of ten prespecified ordering families pass, with the AI ladder reported rather than enforced. Three stipulated AI targets are withdrawn; the clinical-anchored scale places those rows at 0.228, 0.310 and 0.573. The fifteen-operation rubric returned machine inter-rater ICC(2,1) below the 0.6 line in two development pre-tests. Its one permitted revision, six behaviourally anchored capacities, returns machine phi ICC(2,1) 0.677 and lambda 0.523 at census scale, and 0.803 and 0.769 from three blind human raters on the 40-item packet, meeting the unit's reliability condition in an unregistered run. Of three registered kill conditions, held-out clinical RMSE, rater reliability and held-out ordering, the second is met unregistered; the first and third have not been run. Author of record: R. E. W. Kho, Independent Researcher, Sydney, Australia. ORCID 0009-0009-8054-9282. Every census score, mapping, anchor value and evidence text was produced by the author's AI research system under the author's direction; the three human raters' scores in Section 4 are the only human-produced coordinates. All code, data, rater files and the human rater packet ship in the supplementary archive; every number regenerates from fit_regen5.py.

Abstract
