Foreign Technical Experience in the Gas Industry of the Azerbaijan SSR

This publication presents a brief overview and historical analysis of a compact yet representative collection of foreign technical publications preserved in the personal archive of Abutalib Mir Aga oglu Abdullaev (referred to in Soviet documents as A. M. Abdullaev), the first head of the unified gas infrastructure of the Azerbaijan SSR (Glavgaz of the AzSSR). The collection includes rare foreign technical periodicals, promotional booklets, and equipment catalogs published in the United Kingdom (The British Commercial Gas Association, late 1920s), the United States (Pacific Gas Radiator Co., Potter Radiator Corporation, and American Liquid Meter Company, 1920s–1930s), and Germany (Eisenwerk G. Meurer A.-G. "Prometheus" modular gas ovens, late 1920s), alongside later Soviet-Czechoslovak technical bulletins (Technické noviny, 1970) and translated Soviet journals (Inzhener-Neftyanik / Petroleum Engineer International & Pipeline & Gas Journal, 1975). Alongside departmental library materials, this version examines an additional institutional channel for information supply: the municipal press clipping and monitoring bureau («Bakgorspravka» under the Baku City Executive Committee). Using a 1969 archival article on offshore pipeline construction in the Gulf of Mexico as a case study, it demonstrates how such publications underwent official departmental registration, received incoming correspondence stamps from the General Department of Glavgaz of the AzSSR, and were utilized for the operational review of specialists. Based on departmental library stamps and archival research (including General Orders of the Ministry of Communal Economy from the State Archive of the Azerbaijan Republic — SAAR), the study demonstrates that the leadership and specialists of Soviet Azerbaijan's gas industry did not merely rely on central all-union directives. Instead, they systematically and proactively studied, critically evaluated, and adapted advanced international engineering and design practices to local urban infrastructure development during the mass gasification wave of the 1950s–1960s. This work continues the author’s series of publications on the archive of A. M. A. Abdullaev (see the related record on the materials of the 10th International Gas Congress in Hamburg, 1967).

Abstract

This publication presents a brief overview and historical analysis of a compact yet representative collection of foreign technical publications preserved in the personal archive of Abutalib Mir Aga oglu Abdullaev (referred to in Soviet documents as A.
