CROA V.1.0.1 — Constrained Reachability Orchestration Architecture: A Framework for Deterministic Governance of Agentic AI Execution

CROA is a vendor-neutral architecture and governance framework for agentic AI systems. It treats agentic AI workflows as deterministic state machines whose reachable states are constrained by enforceable invariants. Within the modeled action space, under the registered invariant set, and given network-enforced containment (P4), unsafe execution paths are structurally unreachable by construction, not merely refused at runtime. CROA decouples agent reasoning from system execution, ensuring that every state transition is either validated against governance invariants or compiled under a cryptographically signed authorization (Execution Change Contract, ECC). Where probabilistic systems offer alignment and multi-agent frameworks offer orchestration, CROA offers structural enforcement: governance as a property of the architecture, not the agent. Key Architectural Concepts Orchestration Control Plane (OCP): Comprises seven logical components (C1 through C7) covering Policy Authority, Execution Governor, Path Resolver, Invariant Monitor, Audit and Provenance Store (C5), Execution Firewall, and Contract Compiler. Policy-as-Code & Lifecycle: Fully aligned with modern GitOps and CI/CD workflows, replacing legacy phase-gated methodologies with declarative policy validation. Admission Controls: Features a four-stage subject authorization model at the Agent Boundary, incorporating Identity, RBAC, and the Agent Qualification Layer (AQL). Deterministic Evidence Model: Built upon immutable, append-only, and cryptographically chained audit logs (C5) that enable independent verification by auditors without relying on vendor attestation. Abstract
