When Does a Governance-Capability Claim Remain Warranted Under Changed Conditions ?

GCEF Research Note 04 examines when a previously justified governance-capability claim remains warranted after claim-relevant conditions change. The note asks whether the evidentiary warrant attached to a governance-capability existence claim continues to support the same claim when the function, conditions, authority, actors, consequences, operating environment, or other elements of the original evidentiary basis materially change. The inquiry is deliberately bounded. It distinguishes continuation of evidentiary warrant from generic governance-capability transferability, governance effectiveness, governance boundaries, and capability boundaries. A prior claim may remain warranted, may require additional support, may need to be narrowed, or may become indeterminate. Changed conditions do not automatically invalidate a prior claim, and prior justification does not automatically continue unchanged. The note also requires the capability claim itself to remain identifiable. If the proposition under the new conditions materially expands the original function, scope, authority basis, or consequence profile, the expanded proposition creates a new evidentiary burden rather than establishing continuity of the original claim. This is a conceptual and falsification-oriented research note. It does not propose a universal boundary threshold, change threshold, evidence hierarchy, evidence ladder, maturity model, transferability framework, certification route, conformity test, or compulsory mapping sequence. It does not introduce or modify a canonical GCEF capability, evidence construct, or architecture, and it does not claim empirical validation, regulatory approval, certification, conformity, or universal architectural sufficiency. The note forms part of the PHOENIX Knowledge Hub research programme on governance capability evolution. Its bounded contribution is to examine whether the evidentiary warrant for a previously justified governance-capability existence claim continues under claim-relevant change, while preserving alternative explanations, warrant-preserving continuity, and the possibility that available evidence is insufficient to determine the answer.
