GCEF Research Note 02: When Governance Capability Exists, What Determines Whether Governance Remains Effective?

This research note examines the conditions under which governance remains effective once governance capability has been established. It distinguishes the existence of governance capability from its continuing effectiveness and asks what evidence is needed to determine whether governance arrangements remain capable of supporting meaningful decisions and authority relationships as operating conditions change. The note treats continuing governance effectiveness as an open, evidence-based research question. The presence of change, pressure, or an apparent mismatch between operating conditions and governance response does not, by itself, establish governance failure or demonstrate the need for additional governance capability. The analysis therefore focuses on what evidence and reasoning would justify a continuing claim that governance remains effective under the conditions that now apply. The note forms part of the PHOENIX Knowledge Hub research programme and contributes to ongoing research on governance capability evolution. It is a research communication artifact and does not introduce or modify a canonical governance capability.
