From Naked Insula to Narrative Outsourcing: A Recursive Framework of Insulation, Externalized Semiosis, and Secondary Surprisal in Active Inference

The Free Energy Principle (FEP) and Active Inference model biological agents as hierarchical prediction systems that maintain viable states through perception, action, learning, and environmental engagement. Yet a conceptual gap remains between low-level interoceptive regulation and the distinctly human construction of external symbolic systems: language, narrative, literature, philosophy, law, institutions, religious and metaphysical frameworks, and increasingly artificial-intelligence-mediated symbolic environments. This paper proposes an integrative framework for that transition. It introduces Naked Insula as a neurophenomenological construct describing episodes in which interoceptive uncertainty or prediction error becomes insufficiently contained by stabilizing higher-order models; Active Evolution Theory as a proposed adaptive tendency for agents not merely to accommodate uncertainty internally but also to modify the conditions under which future inference occurs; and two analytical regulatory poles, Insulation and Outsourcing. Insulation denotes protective reduction, filtering, narrowing, or closure of incoming uncertainty. Outsourcing denotes the externalization of cognitive and semiotic work into language, artifacts, narratives, social practices, institutions, and other environmental structures. The framework further proposes that externalized structures do not permanently eliminate uncertainty. They generate Secondary Surprisal when inherited symbols, texts, narratives, rules, or institutions become ambiguous, rigid, historically mismatched, or internally contradictory. Secondary Surprisal can then motivate Meta-Outsourcing: reinterpretation, literary transformation, philosophical reconstruction, institutional revision, or higher-order symbolic reorganization. Human meaning-making is therefore modeled not as a linear movement from biological uncertainty to stable symbolic order, but as a recursive passage from embodied exposure to semiosis and from semiosis back to renewed uncertainty. The aim is not to present a completed neurocomputational theory, but to define a reusable conceptual architecture linking interoception, active inference, externalized semiosis, cultural recursion, and narrative construction.
