Multi-Scale Topological Control Theory Based on Rough Operator Algebra (ROA): An Integrated Dynamical Solution for Quantum Error Correction, Blood-Flow Nanobot Swarms, and Geoengineering

This paper proposes an integrated control framework based on Rough Operator Algebra (ROA) that unifies three distinct scales: microscopic (quantum Hilbert space), mesoscopic (blood-flow fluid dynamics), and macroscopic (atmospheric general circulation chaos). Decoherence caused by non-commutative error operators [X, Z] ≠ 0 is suppressed to 1 - F(t) ≤ O(Δt^2) by applying the Riemann zeta function non-trivial zero resonance phase restoration operator R_ζ. Nanobot swarm control within pulsating blood-flow turbulence demonstrates overshoot-free convergence within a critical radius of 0.1 mm via the Feigenbaum constant δ ≈ 4.6692-based asymptotic braking damping coefficient γ_brake(d). Finally, we establish a theorem for sublimating and dissipating the thermodynamic enstrophy runaway of the atmospheric vorticity field through anti-phase resonant microwave energy injection from a satellite constellation. This study rigorously proves the cross-scale boundedness of mapping these three complex systems into a single ROA operator tensor space.
