Architecture Is Capital Allocation

Living Cipher Analysis 004 examines how semiconductor architecture decisions become capital commitments before formal investment approval. It introduces an architecture-to-capital operating representation for tracing material technical and implementation premises into the specific engineering, tapeout, packaging, supply, capacity, and inventory commitments whose value depends on them. The paper’s distinctive decision use is selective release at the commitment boundary: identifying which commitments retain go-forward value and may proceed, which should be funded specifically to generate decision-relevant evidence, which should be resized to preserve option value, and which should remain optional while controlling premises remain unresolved. The framework explicitly builds on, rather than replaces, established work in design-to-cost, systems engineering, real options, Stage-Gate, engineering-change propagation, value-driven design, and technical governance. Public semiconductor cases involving Intel, NVIDIA, and U.S. CHIPS implementation illustrate how architecture, demand, supply, policy, and financing can create or strand economic exposure. An illustrative accelerator demonstrator shows how the method can sequence commitments without creating a competing architecture score or valuation model. This paper is part of the Living Cipher Analysis series examining decisions upstream of implementation and capital commitment: what computation deserves to become hardware, which assumptions are being capitalized, and what evidence should exist before a system becomes expensive to change.
