Integrating perspectives of citizens into the scenario technique: Evidence from Berlin's living lab Mobility2Grid

This paper analyses the integration of citizen deliberation (planning cells) into a systematic-formalised, and exploratory scenario process within the urban mobility context. While participatory approaches to future scenario development have received scholarly attention, less is known about the integration and impact of randomly selected citizens in such processes. This paper reports on three-day planning cells conducted at the EUREF Campus in Berlin as part of the Mobility2Grid Urban Living Lab, in which 50 randomly selected residents contributed to the development of future mobility scenarios for Berlin in 2045. The results show that, while methodological adaptation is required, involving citizens in evaluating future mobility projections enriched the process with everyday perspectives and surfaced key concerns such as inclusivity, flexibility, data protection, and social equity. The study discusses the potential and limitations of integrating deliberative methods into strategic foresight processes and contributes to the methodological advancement of participatory scenario approaches in mobility planning.
