Preliminary Technical Work Evidence Note: How Russian-Language Digital Media Cover the Same Events

This technical note documents preliminary technical and methodological feasibility work undertaken in July 2026 for a proposed longitudinal comparative study of how Russian-language digital media cover the same events. The documented work includes a locked methodology package, a bounded 13-source open-web diagnostic, a restricted seven-document exploratory corpus, and an exploratory claim-level representation comprising 22 claims and 154 claim-instance records. The note distinguishes completed work from proposed research and does not claim a deployed production system, a representative or longitudinally complete media panel, or independently validated automated analysis.
