Social Responsibility and Certainty of Judgement between Central and State Government Employees
Social Responsibility and Certainty of Judgement between Central and State Government Employees Pankaj Kumar Dr. Upendra Bhakta The present empirical study is conducted on 400 employees (200 : State Government and 200 : Central Government) to compare them in terms of social responsibility and certainty of judgement respectively. It was hypothesized that employees of central and state government will differ significantly in terms of (i) social responsibility and (ii) certainty of judgement respectively. The employees of both the groups were administered Social Responsibility Scale and Certainty of Judgement Scale respectively to measure the variables. Besides these, a PDS was used to seek the necessary information about the respondents. The obtained data were analysed and treated using t-test. It was found that state government employees excelled over central government employees in terms of social responsibility measure whereas central government employees excel over state government employees in terms of certainty of judgement. Thus, it was concluded that social responsibility and certainty of judgement are function of nature of employment by the state and central governments respectively. Introduction In modern democratic societies, government employees play a crucial role in ensuring effective governance, public welfare, and the implementation of policies and programs designed to serve citizens. The efficiency and effectiveness of public administration depend not only on employees’ technical knowledge and professional competence but also on their psychological and ethical characteristics. Among the various personal and organizational attributes that influence workplace behavior, social responsibility and certainty of judgment are particularly important in public service organizations. These variables contribute significantly to ethical decision-making, accountability, organizational effectiveness, and quality service delivery. Understanding social responsibility and certainty of judgment among Central and State Government employees is therefore essential for promoting efficient administration and strengthening public trust in governmental institutions.
