South Korea’s Three Kindergarten Laws: A Revision Process Analysis Using a Complex Policy Change Analytical Model
This study was conducted to assess the usefulness of the complex policy change analysis (CPCA) model and to identify key turning points in the process of revising South Korea’s three kindergarten laws (3KL). Using the CPCA model and its associated analytical methods, the analysis confirmed three main findings: the victory of the pro-revision coalition, which secured both public and presidential support; the failure of the anti-revision coalition due to its reliance on extra-parliamentary struggle; and the limited functional role played by the policy mediators. These findings offer empirical support for the explanatory power of the CPCA model in accounting for policy change.
