Trust in the Age of Algorithmic Governance: A Document Analysis of Transparency in AI-Enabled Public Services
Abstract The integration of Artificial Intelligence (AI) technology into public administration is rapidly increasing, shifting the approach to traditional bureaucratic processes toward an ethical model. While machine technology helps make administration more efficient and swifter, overcoming traditional challenges such as accountability, transparency, explainability, and public trust in government institutions remains complex. This study examines how government documents regarding AI governance define ethical transparency and analyses the interplay between transparency, accountability, explainability, public trust, and legitimacy. Adopting an institutional trust perspective, the author proposes that ethical transparency can serve as a governance tool connecting the government, machine-managed systems, and citizens. The methodology employed in this study involves a qualitative analysis of documents, including established laws and regulations, compliance guidelines, reports from AI governance bodies, and publications from universities and think tanks. A thematic analysis of these documents reveals the essence of “ethical transparency” as a complex, multifaceted concept encompassing various principles of AI governance. The findings indicate that Indian and international regulatory frameworks largely align in emphasizing transparency, fairness, accountability, and human oversight as the foundations of trustworthy Artificial Intelligence (AI). However, it is also important to note that international models specify more comprehensive operational criteria. In this context, the study recommends specific norms that advocate for a citizen-centric approach to transparency. Such norms encompassing information disclosure, clarity of explanation and accountability not only raise public awareness but also foster a sense of fairness and build trust among citizens. This demonstrates that prioritizing transparency from the perspective of a governance model rather than viewing it merely as a technical aspect can contribute to the field of research concerning AI management and institutional trust.
