Structural Diagnosis of Queue Formation in Complex Institutional Systems
This preprint provides a pre-empirical structural-diagnostic synthesis of five frameworks concerning queue endpoint indeterminacy, process recoverability, institutional pathway fragmentation, structural misclassification, and the Local Correction Trap. The synthesis requires proposed structural mechanisms to reach observed queue formation through typed process roles or effective capacity traceable to those roles. It simultaneously preserves capacity, demand, variability, routing, priority, eligibility, inherited state, shocks, and mixed mechanisms as independent explanatory alternatives. The framework derives conditional results concerning recurrent generator-misaligned burden, distributed corrective escape, capacity-structure non-substitutability, and burden-capacity reinforcement while explicitly rejecting stronger universal forms. Its residual contribution is an ordered diagnostic and rival-adjudication architecture for cases in which endpoint meaning, process roles, pathway relations, generator alignment, local correction, and dynamic capacity effects must be resolved jointly. A frozen translation layer provides observation mappings, cross-domain predictions, countercases, empirical statuses, failure classes, transport rules, and staged empirical handoff. No prevalence claim, universal mechanism, scalar index, causal effect estimate, or policy prescription is made.
