A Study on the Development of an Instructional Model Based on the ADDIE Framework for Cultivating Fisheries and Maritime Policy Capacity
This study aimed to develop an instructional model for cultivating the fisheries and maritime policy capacity of students in a Department of Maritime Police, using the ADDIE framework applied to the course "Fisheries Administration and Management," and to derive a final instructional model by feeding back the limitations identified during implementation and the learners' evaluation. First, an initial instructional model was first developed through a learner needs assessment and an analysis of the literature and policy materials. Second, teaching journals written by the instructor over the 15-week course were collected as the primary data and cross-validated with learners' post-course open-ended responses to identify implementation limitations. Third, the identified limitations and learner evaluation results were fed back to develop the final instructional model. Policy capacity was defined as an integrated ability encompassing three dimensions: policy understanding, policy analysis, and policy evaluation. Through feedback from the implementation process, the connection between learning topics and learners' prospective duties was strengthened, and the online discussion procedures, the provision of learning materials, and the assessment method were improved. The post-course evaluation showed that both satisfaction with the developed instructional materials (M = 4.59) and policy capacity (M = 4.62) were high, and both significantly exceeded the test value of 4 (t(56) = 9.04 and 9.76, respectively, p < .001). This study is significant in that it presents concrete procedures and materials for developing a major course aimed at cultivating policy capacity, thereby offering an instructional design approach transferable to other majors with similar demands.
