The Martian Federalist Series 10: A Beyond Westphalia: Identity, Time Horizons, and Planetary Stewardship on Mars

Series 10 of The Martian Federalist (Numbers 74–83) advances a post-Westphalian constitutional vision for the United Martian States, arguing that the territorial nation-state model—forged in 1648—is structurally mismatched to planetary-scale, multi-generational challenges such as closed-loop ecology, atmospheric management, and terraforming. The essays contend that Mars offers a unique opportunity to design institutions around the planet itself as the primary community of fate. Core proposals include the deliberate cultivation of a nested Martian identity grounded in the Overview Effect and material interdependence; constitutional mechanisms to lengthen political time horizons (supermajority and staged procedures for irreversible interventions, independent planetary trusts, and formal representation of future generations); a federal allocation of powers that reserves indivisible authority over the planetary commons to the Union while preserving extensive local autonomy; a nested monopoly of force for external defense, inter-settlement peace, and commons enforcement; self-enforcing cooperative institutions (shared fiscal instruments, independent monitoring with real authority, and balanced voice/exit rules); the elevation of long-term habitability to constitutional principle; and clear rules governing the transition from Earth origins to Martian self-government. Rejecting both unitary planetary despotism and pure Westphalian fragmentation, the series offers a coherent framework of federal restraint, cultural cultivation, and intergenerational responsibility suited to the physical and temporal realities of a new world.
