Privacy and cybersecurity in tension: Unpacking EU public opinion on online child protection measures

In this study, we examine the tension between privacy concerns and cybersecurity measures in the context of online child sexual abuse material (CSAM) detection within the European Union (EU). Using data from the Flash Eurobarometer 532, we investigate public opinion on proposed EU legislation aimed at combating online CSAM. Our objective is to uncover nuanced perspectives on privacy and child protection that may be obscured by aggregate statistics. We employ K-means cluster analysis to identify distinct groups within the population based on their attitudes towards online privacy, child safety, and support for CSAM detection measures. Our results reveal three main opinion clusters in the EU27 population: Privacy-focused (22%), Action-focused (30%), and CSAM-focused (48%). These groups differ significantly in their prioritization of privacy rights versus child protection and their support for various detection methods. We find that while overall support for CSAM detection measures is high across all scenarios, including those with significant privacy implications, cluster analysis reveals important variations in public opinion. These variations are associated with demographic factors such as age, gender, and education, as well as geographic location within the EU. Our findings illustrate the trade-offs between privacy and child protection, and highlight the importance of considering the diverse public perspectives when developing policies to address online CSAM. This study contributes to a more nuanced understanding of public opinion on the balance between privacy rights and cybersecurity measures in the digital age.
