India's Next-Gen. Banknote Strategy: Developing a Sovereign Polymer Based Security Ecosystem
ABSTRACT India’s approved field trials of one billion ₹10 and one billion ₹20 polymer banknotes create an opportunity to evaluate not merely an alternative currency substrate but the feasibility of a sovereign polymer-banknote technology ecosystem. This report examines international polymer-banknote experience and proposes an Indian technology programme encompassing security-grade biaxially oriented polypropylene, animal-origin-free additive chemistry, surface activation, anti-static engineering, registered opacification, transparent optical security, specialised printing, machine authentication, circulation-life modelling and secure recycling. International evidence from Australia, Canada, New Zealand, the United Kingdom and the Philippines shows that polymer can materially increase banknote life and expand transparent-security architecture, while also introducing new requirements in adhesion, static control, coefficient of friction, machine processing, thermal management and end-of-life recovery. The report concludes that domestic manufacture of generic BOPP alone would not constitute technological sovereignty. India should use a two-track strategy in which globally qualified substrate establishes the ₹10/₹20 field-trial benchmark while a five-year domestic programme develops and qualifies indigenous formulations, coatings, security devices, machine signatures and recycling systems. Commercialisation should be determined through quantitative technology gates based on security, durability, machine reliability, accessibility, lifecycle cost per 1,000 note-years, environmental impact per 1,000 note-years and sovereign control of critical inputs.
