Agent Mesh: Governed Decentralized Coordination Under Partial Information

Agent Mesh is a provider-neutral coordination substrate for independently executing agents under partial information. This preprint presents architectural invariants and a reference AgentPlat composition that separates evidence from authority, authentication from admission, allocation from assignment, and successful computation from permission to affect external systems. The reproducible integration evaluation exercises exactly 1,000 evaluator-owned semantic decisions, trace and membership binding, sparse-BFT finality, exact replay, stale-evidence rejection, and recovery of a six-dimensional semantic sidecar. The reference run produced 973 useful decisions, 27 not-useful decisions, and zero unsafe decisions. These results are bounded integration evidence for the evaluated deterministic profile. They do not constitute a confirmatory or comparative claim, a production-safety certification, or a population estimate.
