VAFB-1988-01a: Documentation in Support of U.S. Air Force No Adverse Effect Determination, Space Launch Complex 4 Repair and Restoration Project, Vandenberg Air Force Base, California

This document is a Section 106 report that addresses the potential for effects to occur to significant historic properties as a result of construction activities for the repair and restoration of Space Launch Complex 4 (SLC-4). Two elements of the repair and restoration program have the potential for affecting historic properties: security fence installation and establishment of a permanent x-ray facility. In support of the SLC-4 Repair and Restoration project, the USAF conducted archival searches and literature review, intensive pedestrian surveys, and testing and evaluation programs to comply with applicable Federal regulations. The historic properties investigations identified five prehistoric archaeological sites in the vicinity of the proposed undertaking. In addition, the Spring Canyon wetland was identified as a significant cultural property by members of the local Chumash Indian Reservation. As a result of the archaeological study and Chumash sensitivity concerning the wetland resource, as well as cost factors related to both of these, the USAF redesigned the fence alignment, construction methods, and maintenance plan.
