AI Data Governance Layer (ADGL): Academic Research and Specification Package 0.4.4

The AI Data Governance Layer (ADGL) is a proposed semantic and conformance framework for governing what knowledge may participate in AI-enabled computation, how that knowledge may be analyzed, and what consequences the resulting analysis may produce. This Academic Research and Specification Package 0.4.4 contains the ADGL Main Paper v1.2 and five companion appendices covering: - Core Semantic Specification 0.3.0- Governance Stages and Outcome Model- Eight constructed reference cases- Reference Toolkit and artifact evaluation- Comparative analysis ADGL separates Knowledge Governance, Analysis Governance, and Consequence Governance, with Audit and Provenance spanning the complete trajectory. Consequence Governance distinguishes INFORM, DECIDE, and ACT so that informational output, human-owned decisions, and machine-executable actions remain separate authority boundaries. The public Reference Toolkit and conformance suite are producer-authored research artifacts. Passing tests demonstrates executable fixtures and internal consistency with declared behavior; it does not establish independent certification, production effectiveness, legal compliance, or complete cross-vendor interoperability. All eight reference cases are constructed semantic fixtures rather than empirical case studies. GBSN Research also develops KEE, a separate unpublished proprietary commercial implementation. KEE development supplied formative design-science findings that informed candidate execution-integrity checks, but KEE is not required to implement ADGL, is not part of this public reproducibility package, and does not define normative conformance. The academic PDFs are provided individually for reading and citation. The complete ZIP additionally contains editable sources and the disclosure, implementation-boundary, conformance-claim, and governance statements. A separately deposited software record contains Reference Toolkit 0.5.3, schemas, executable cases, tests, benchmarks, profiles, and conformance materials. Status: Public working research specification and submission manuscript. ADGL is not yet a stakeholder-ratified standard, independent certification scheme, or production security boundary. Abstract
