Earth Observation for Australian Grains: A National Readiness Assessment (2026-2030)

This National Readiness Assessment examines the foundational capabilities required for Australia to operationalise trait-level Earth Observation (EO) across the grains sector by 2030. While current multispectral EO systems have delivered substantial value for vegetation monitoring, they lack the spectral, spatial and temporal resolution needed to provide reliable biochemical, physiological and structural crop traits at operational scales. Advances in hyperspectral imaging, LiDAR, Synthetic Aperture Radar (SAR), artificial intelligence and multimodal data fusion create new opportunities to estimate traits associated with nitrogen use efficiency, water status, photosynthetic performance, stress resilience and grain quality. However, significant barriers remain, including inadequate reference datasets, limited model transferability, scale-transition challenges, and fragmented validation frameworks. The assessment identifies seven nationally coordinated Priority Areas that collectively establish the pre-competitive foundations required for trait-level EO: stakeholder-led trait prioritisation, FAIR reference datasets, proximal-to-satellite scaling science, multimodal data fusion, algorithm development and benchmarking, multi-environment validation, and adoption pathways. Together, these investments would enable decision-grade EO products for agronomy, breeding, precision agriculture and mixed-farming systems. The proposed capability framework aims to accelerate genetic gain, improve nitrogen and water use efficiency, enhance stress attribution, and support more productive, profitable and resilient grain production systems across Australia.

Abstract

This National Readiness Assessment examines the foundational capabilities required for Australia to operationalise trait-level Earth Observation (EO) across the grains sector by 2030. While current multispectral EO systems have delivered substantial value for vegetation monitoring, they lack the spectral, spatial and temporal resolution needed to provide reliable biochemical, physiological and structural crop traits at operational scales. Advances in hyperspectral imaging, LiDAR, Synthetic Aperture Radar (SAR), artificial intelligence and multimodal data fusion create new opportunities to estimate traits associated with nitrogen use efficiency, water status, photosynthetic performance, stress resilience and grain quality. However, significant barriers remain, including inadequate reference datasets, limited model transferability, scale-transition challenges, and fragmented validation frameworks. The assessment identifies seven nationally coordinated Priority Areas that collectively establish the pre-competitive foundations required for trait-level EO: stakeholder-led trait prioritisation, FAIR reference datasets, proximal-to-satellite scaling science, multimodal data fusion, algorithm development and benchmarking, multi-environment validation, and adoption pathways. Together, these investments would enable decision-grade EO products for agronomy, breeding, precision agriculture and mixed-farming systems. The proposed capability framework aims to accelerate genetic gain, improve nitrogen and water use efficiency, enhance stress attribution, and support more productive, profitable and resilient grain production systems across Australia.
