Morocco's grand strategy: Pillars and limitations
The Grand Strategy aims to align a state’s means and resources with its strategic priorities in pursuit of national interests, while taking into account internal and external constraints. For Morocco, the Grand Strategy provides a key framework for achieving national interests and redefining the country’s position within the international community. The New Development Model constitutes the backbone of this Grand Strategy and serves as the roadmap to be followed, although it is not the only component. The monarchy remains the primary driving force and impetus behind the Grand Strategy. This article analyzes the components of Morocco’s Grand Strategy, which can be classified into three essential pillars: territorial integrity and internal cohesion, regional positioning and international influence, and inclusive and sustainable economic development. However, the ambitions of this Grand Strategy remain constrained by limitations in internal capacities and resources, as well as by external constraints arising from a challenging international environment. Economic, environmental, and climatic vulnerabilities further exacerbate these constraints.
