Why a Declared Deployment Class Does Not Wait for the Open Interior—an Interface Theorem of Conservativity, Restriction, Declaration, and Boundary
Abstract Deployment Conservativity under a Declared Verdict Demand asks whether deployment of a research program’s closed boundary results must wait for resolution of its open internal algebra. The paper answers this question for a narrowly declared demand class, D₀, not by claiming that the interior is closed, but through a bounded interface theorem over a finite, versioned ledger of unresolved questions. The declared demand requires one governing regime, fixed specification identity, deterministic typed evaluation, independent replay at the declared grain, role-wise record obligations, and omission licensed only by role-wise certificates. Its deployment interface consists of four operations: load, evaluate, record, and verify. Each ledger item is classified by one of four mechanisms. A question is quotiented when alternative resolutions are observationally equivalent at the declared interface. It is walled when the operation whose correctness would depend on its resolution is excluded from the demand class. It is fenced when deployment becomes operationally total through an explicit recorded declaration that selects an answer without deriving uniqueness. It is a constitutive boundary when it fixes the index under which the other claims are evaluated and is therefore not an interior parameter available to the quotient. The resulting interface theorem establishes four corresponding statements. Global record minimality is conservatively quotiented under the resource-unbounded demand. Joint interaction, contextual and corpus-native recoverability consequences, semantic equivalence, refinement, and unrestricted composition are excluded by explicit interface walls. Convergence and declaration are operationally totalized through recorded selection without being mathematically resolved. Co-declaration remains a closure-exempt constitutive boundary. The principal contact point between deployment and the unresolved interior is joint omission. Separate role-wise omission certificates do not generally compose. The demand therefore permits at most one certified omitted role per artifact; multiple omissions require a joint certificate and exit the theorem’s class. This is a genuine limitation rather than an engineering convenience. The theorem licenses one practical conclusion at exactly its stated scope: a runtime conforming to D₀ need not wait for corpus-native closure of the specification algebra. It licenses no upgrade to that algebra’s mathematical status, no claim that any implementation conforms, and no conclusion for demands exceeding D₀.
