Citizen Participation and Transport Sustainability: A Novel Fuzzy <scp>ZE</scp> ‐ <scp>AHP</scp> and Fuzzy <scp>ZE</scp> ‐ <scp>MABAC</scp> Model, Evidence From Dublin, Ireland

ABSTRACT Strategic citizen engagement is fundamental to the socio‐technical transition toward sustainable urban mobility. This study investigates the integration of digital participatory tools within the transport planning framework of Dublin, Ireland, to facilitate inclusive, transparent, and equitable governance. To navigate the inherent uncertainty and conflicting preferences of diverse stakeholders, we propose a novel decision‐support methodology: a hybrid model combining the Analytic Hierarchy Process (AHP) and Multi‐Attributive Border Approximation Area Comparison (MABAC) integrated with fuzzy ZE‐numbers. This advanced mathematical approach effectively captures the linguistic ambiguity and epistemic uncertainty typical of public discourse in urban planning. The findings provide policymakers with a robust roadmap for identifying and deploying optimal digital voting platforms, directly supporting the advancement of SDG 11 (Sustainable Cities and Communities). Rigorous sensitivity analysis confirms the model's stability and robustness, affirming its capacity to navigate the complexities of long‐term sustainable urban development. By bridging the gap between technological innovation and democratic participation, this research offers a scalable blueprint for urban transport systems that harmonize environmental integrity, social equity, and economic viability. The real‐life application in Dublin serves as a tangible evidence base, demonstrating how digital integration can enhance community benefit and foster resilient, sustainable cityscapes.
