TSUMS Butterfly Valley Oversight-to-Loss Governance Validation v1.0: A Replayable Public-Layer Field Test of Prior Risk Knowledge, Oversight Closure, Trail Reopening, and Fatal-Incident Review in Taiwan
An independent TSUMS 4.0V public-layer Technical Note connecting prior official risk knowledge, Control Yuan incorporation and closure, post-closure review windows, trail reopening after a publicly stated rockfall and geological-instability background, a fatal 2026 incident, evidence preservation, accountability mapping, and institutional repair. The report is non-binding, policy-neutral, sovereignty-preserving, and non-adjudicative. It does not determine physical causation, illegality, negligence, disciplinary liability, compensation, criminal guilt, or individual blame. The deposit excludes the Chinese Restricted Government Submission workbook, raw government petitions, third-party source documents, Protected Core weights and thresholds, source code, sensitive coordinates, and protected Indigenous knowledge.
