Relational Time, Dual Clocks, and Persistent Records in a Timeless Block

The Geometric Block Universe contains complete histories, clock readings, record configurations, and local observer-instances in one stationary ontology. This paper derives the relational-time structure available to observers inside that block. Logarithmic total volume is the unique negative direction of the homogeneous DeWitt metric and therefore supplies a canonical local clock, with volume-weighted mean curvature as its conjugate momentum. The resulting quadratic constraint admits an exact doubled Page–Wootters evolution. For a positive time-independent operator, each stable frequency sector carries a positive physical Hilbert space and exact relational unitarity. For a general positive noncommuting operator, the exact transport separates within-sector Kato–Berry rotation from positive/negative-frequency mixing and yields a norm-controlled clock-adequacy criterion. The admitted compactification data then permit a physical sector audit: gapped geometric modes have explicit mixing bounds; four-dimensional transverse gauge modes have exactly zero classical cosmological mixing; and physical gravitons obey the standard tensor pump equation. The stable positive-energy compactification branch supplies an exact closed-de Sitter external trajectory. On that trajectory logarithmic volume is necessarily a local atlas clock, stalling at the bounce, while the accumulated four-volume variable inherited from Paper 7 is strictly monotonic and patches the two branches. The bridge to persistent records is sharpened as a matched-subspace theorem: matched-label coherence does not produce disagreement, and the mismatch probability is bounded by dynamical subspace leakage plus Gram-polar clock and record errors. The free Dirichlet operator gives an exact heat-kernel hopping term and cannot select record addresses; the parity-even induced determinant protects a direct-sum recorder structure once present but does not create it. A record-localised Yukawa/Hopf incidence, however, has a Born–Oppenheimer reduction containing the required projector-controlled Killing translation, providing recorder capacity without adding a new finite-graph edge. The paper does not derive a macroscopic pointer basis, indefinite amplification, the low-record boundary, or the thermodynamic arrow. Its claim is narrower: homogeneous relational time, its physical clock patches, and a conditional microscopic clock–record mechanism are derived within one stationary block architecture.
